POLITICAL AND ECONOMIC RELATIONS

Diplomatic relations between the USSR and Cambodia were established on May 13, 1956. In December 1991, King Norodom Sihanouk announced the recognition of the Russian Federation as the successor state to the USSR.

The Soviet Union, and subsequently Russia, took an active part in unblocking the Cambodian conflict, preparing and concluding the Paris Agreements on Cambodia (October 23, 1991), and implementing the UN peacekeeping mission (1991-1993).

In 1990, the USSR promoted the recognition of Cambodia by the United Nations as an independent state (from 1979 to 1990, Cambodia was represented by the coalition government of Democratic Kampuchea at the United Nations), and in 1997 Russia supported the Royal Government during the July crisis.

In terms of developing bilateral legal framework, the signing of a Joint Declaration on the Basics of Friendly Relations in 1995 was of great importance. An intergovernmental agreement on trade and economic relations and a protocol on inter-MFA consultations were also concluded. Recently, the contractual basis of relations has noticeably strengthened: in the period of 2003–2014, 17 joint documents were concluded, since 2015 – 46 ones have been signed.

 

A dialogue is developing at the highest level, the beginning of which was laid by the meeting of the Prime Minister of the Russian Federation Dmitry Medvedev with the Samdech Prime Minister of Cambodia Hun Sen on the margins of the 9th East Asian Summit in November 2014 in Naypyidaw, Myanmar.

In November 2015, for the first time in the history of bilateral relations the Chairman of the Government of the Russian Federation visited the Kingdom. Following the talks between Dmitry Medvedev and Cambodian leader Hun Sen, the signed joint documents were aimed at expanding cooperation in the trade and economic, investment, law enforcement, information and humanitarian fields, including the intergovernmental agreement on air traffic, the Memorandum of Understanding and Partnership between the Ministry of Economic Development of Russia and the Investment Promotion Council of Cambodia, the Rules of Procedure of the Russian-Cambodian Working Group in High-Level promotion of joint investment projects, the Memorandum of Understanding between the State Atomic Energy Corporation "Rosatom" and the Ministry of Environment of Cambodia on cooperation in the field of nuclear energy for peaceful purposes, etc.

On May 17–20, 2016, the first post-1991 visit of the Prime Minister of Cambodia Hun Sen to Russia took place, during which negotiations with Dmitry Medvedev were held. Following their results, a weighty package of joint documents was signed, including memoranda of understanding between the State Atomic Energy Corporation "Rosatom" and the Kingdom’s National Council for Sustainable Development on the establishment of a working group in the field of "peaceful atom" and on the creation of an atomic energy information center in Cambodia, on cooperation between the Prosecutor General's Office of Russia and the Ministry of Justice of the Kingdom, joint statement between the Ministry of Economic Development of Russia and Ministry of Commerce of Cambodia on the list of projects of Russia-Cambodia trade, economic and investment cooperation up to 2020 and others.

On May 18–20, 2016, Cambodian Prime Minister Hun Sen took part in the anniversary summit on the occasion of the 20th anniversary of the dialogue partnership Russia — ASEAN in Sochi, on the “fields” of which Samdech Prime Minister had a conversation with President of the Russian Federation Vladimir Putin.

The heads of the two governments met again on November 12, 2017 during the 12th East Asian Summit in Manila (Philippines) and October 14, 2018 - ASEM summits in Brussels (Belgium). In addition, on November 15, 2018 during Russia-ASEAN summit in Singapore.

An intensive dialogue is maintained between the Foreign Affairs Ministries of the two countries. The Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation of Cambodia Hor Namhong paid an official visit to Russia in May 2001 and a working one in March 2015 (during this event, the Council for Inter-Mining Consultations for 2015–2017 was signed).


In November 2012, the Minister of Foreign Affairs of Russia Sergey Lavrov visited the Kingdom as the head of the Russian delegation to participate in the 7th East Asian Summit (EAC) and other ASEAN events. During his stay in Phnom Penh, a meeting was organized between the head of the Russian Foreign Ministry and Prime Minister Hun Sen.

On October 3, 2016, in Moscow, in the framework of the intersessional meeting of the Co-chairs of the Intergovernmental Russian-Cambodian Commission for Trade, Economic and Scientific-Technical Cooperation (IPC), Sergey Lavrov spoke with the new Minister of Foreign Affairs and International Cooperation of the Kingdom Prak Sokhonn (appointed 5 April 2016).

On March 30, 2017, the Deputy Minister of Foreign Affairs of the Russian Federation, Igor Morgulov, held consultations in Phnom Penh with Secretary of State of the Ministry of Foreign Affairs and International Cooperation of Cambodia Ouch Borith. There was also a brief conversation with Prak Sokhonn.

On August 24, 2017, in Moscow, in the framework of the 10th meeting of the Intergovernmental Commission, talks were held between the heads of the MFAs of Russia and Cambodia, at which the Plan of Inter-MFA Consultations for 2018-2020 was signed. Sergey Lavrov and Prak Sokhon also met on August 2, 2018 at the ASEAN events in Singapore.

On August 21, 2019, in Moscow, Deputy Minister of Foreign Affairs of the Russian Federation Igor Morgulov held political consultations with the Permanent Secretary of State of the Ministry of Foreign Affairs and International Cooperation of the Kingdom Ouch Borith. During the discussion of bilateral issues, counterparts expressed satisfaction with the level of political dialogue achieved in recent years. The necessity of continuing joint work to deepen trade, economic and humanitarian cooperation was emphasized. The exchange of views on international regional issues confirmed the proximity of the two countries' approaches to the pressing problems in the modern world.

The parliamentary dimension of bilateral cooperation is also developing dynamically. In November 2008, the Deputy Chairman of the State Duma of Russia Vladimir Yazev paid a visit to the Kingdom. In January 2009, on the margins of the 17th session of the Asia-Pacific Parliamentary Forum (APPF), in Vientiane (Laos), a meeting between a Chairman of the Federation Council S.Mironov and the Chairman of the National Assembly of Cambodia (lower chamber of Parliament) Heng Samrin was held. In October 2009, the Secretary General of the Senate (upper chamber of Parliament) Oum Sarith visited Moscow. In November 2009, the visit of the leader of the National Assembly Heng Samrin to Moscow took place. In December 2013, a parliamentary delegation headed by the Chairman of the State Duma Committee on Education Vladimir Nikonov came to the Kingdom. On December 1-5, 2014, a delegation of the Council of the Federation headed by the First Deputy Chairman of the Committee on Defense and Security E.Serebrennikov visited Cambodia. On March 16–18, 2016, the working visit of the First Deputy Chairman of the Council of the Federation N.Fedorov to Phnom Penh took place, during which he met Samdech Prime Minister Hun Sen, Chairman of the Senate Say Chhum, and National Assembly President Nguon Neil. An agreement on the development of inter-parliamentary cooperation with the Senate of Cambodia was signed. In the framework of the participation of the representative Cambodian delegation in the 137th Assembly of the Inter-Parliamentary Union (October 14–18, 2017, St. Petersburg) a meeting was held between the Deputy Chairman of the Senate of the Kingdom Tep Ngorn and the Deputy Chairman of the Federation Council Ye. Bushmin.

On April 17–22, 2016, the President of the National Assembly of Cambodia Heng Samrin was on an official visit to Moscow, during which he took part in the First Meeting of Speakers of the Eurasian Parliaments. He held meetings with S. Naryshkin, Chairman of the State Duma of Russia, and N.Fedorov, First Deputy Chairman of the Federation Council.

On June 25–27, 2017, in Seoul, a representative delegation led by the second Vice-Chairman of the Senate Tep Ngorn took part in the Second Meeting of Speakers of the Parliaments of the Eurasian Countries, on the margins of which he had a conversation with N.Fedorov.

In July and December 2018, contacts were held in Phnom Penh and Moscow, respectively, through the friendship groups of the upper chambers of the highest legislative bodies of our countries.

In January 2019, the parliamentary delegation with the participation of the Deputy Chairman of the Federation Council I.M.S. Umakhanov and the State Duma O.N.Epifanova represented Russia at the regular session of the Asia-Pacific Parliamentary Forum in Siem Reap, in the framework of which they contacted with the Samdech Prime Minister and the heads of Senate and National Assembly.

Contacts are maintained through the judiciary. In April 2006, a visit to Cambodia by the Chairman of the Supreme Court of Russia V.M. Lebedev was organized, under which agreements on cooperation between the judicial authorities of the two countries were reached. In May 2007, the return visit of the Chairman of the Supreme Court of Cambodia Diet Moon to Moscow took place (an interdepartmental cooperation agreement was signed). In April 2012, V.M. Lebedev visited Phnom Penh with a short working visit.

Trade and economic cooperation between Russia and Cambodia is developing. In 2018, trade between Russia and Cambodia amounted to $ 202.4 million (an increase of 21.5% compared with 2017), including Russian exports totaled $ 11.6 million (an increase of 117, 5%), imports - $ 191.1 million (an increase of 18.3%). The negative balance of Russia in trade with Cambodia was $ 179.5 million.

In 2018, the basis of Russian exports were machinery, equipment and vehicles (the share of Russian exports was 60.1%), mineral products (19.1%), chemical products (13.6%), wood and pulp paper products (3.3%).

The basis of the import structure was formed by textiles and products from it (94.7%), leather raw materials, furs and products from them (2.1%), foodstuffs and agricultural raw materials (1.6%).

There is a Russian-Cambodian High-Level Working Group on the promotion of joint investment projects. The Chairman of the Russian side requires an appointment. From the Cambodian side, the Working Group is chaired by the Minister of Commerce of the Kingdom of Cambodia Pan Sorasak. The 1st meeting of the Working Group (at the level of Vice Chairs) was held on March 28, 2016 in Phnom Penh.

From 12 to 15 February 2017, within the framework of the Memorandum of Cooperation signed between the Eurasian Economic Commission and the Royal Government on May 17, 2016, a delegation of the Eurasian Economic Union (EAEU), which also includes the Russian Federation, visited Phnom Penh. During this event, Member of the Board (Minister) for Integration and Macroeconomics T.D. Valovaya and Deputy Minister of Commerce Tikret Kamrang held the 1st meeting of the joint working group on interaction between the Government of the Kingdom and the Eurasian Economic Commission (EEC), which resulted in the signing of a joint statement. In addition, on February 14, a meeting was held between the Chairman of the EEC Board Tigran Sargsyan and Samdech Prime Minister Hun Sen.

On December 14-17, 2017, within the framework of the first business forum “EAEU – Cambodia”, a visit of the EEC delegation led by T.D. Valova to Phnom Penh was held. During the trip, she met with the Minister of Commerce Pan Sorasak and Secretary of State of the Ministry of Foreign Affairs and International Cooperation Ouch Borith.

On May 28, 2018, the 2nd meeting of the joint EEC-Cambodia working group was held in Moscow.

Since 1997, the Intergovernmental Russian-Cambodian Commission (IGC) on Trade and Economic, Scientific and Technical Cooperation has been operating, and its meetings until 2015 were held once every 2 years. Since 2015, the activities of the Intergovernmental Commission are carried out in a semi-annual format: the IPC session is held once a year, between which co-chair meetings are organized. The 9th meeting of the Commission was held on March 28–29, 2016 in Phnom Penh. On the margins of the said event, the Chairman of the Russian part of the IGC, the Minister of Communications and Mass Media N.Nikiforov was received by Prime Minister Hun Sen and had a conversation with the Minister of Posts and Telecommunications Prak Sokhonn. A meeting of the vice-chairmen of the high-level bilateral working group on promoting joint investment projects and the first Russian integrated business mission were organized, representatives of which met with the head of the Cambodian Chamber of Commerce and its members.

On October 4, 2016, an intersessional meeting was held in Moscow between N.Nikiforov and the new Chairman of the Cambodian part of the IGC (from June 2016), the Minister of Foreign Affairs and International Cooperation Prak Sokhonn.

On August 23, 2017, the 10th meeting of the Intergovernmental Commission was held in Moscow. On the margins of the event, a Memorandum of Cooperation between the Ministry of Natural Resources and Environment of the Russian Federation and the Ministry of the Environment of the Kingdom of Cambodia and the Program of Joint Action in the Field of Tourism between the Ministry of Tourism of Cambodia and the Federal Agency for Tourism for 2018–2020 were signed.

On January 24, 2019, a regular intersessional meeting of the Co-chairs of the Intergovernmental Commission with Minister of Natural Resources and Environment of Russia, Dmitry Kobylkin and Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation of Cambodia Prak Sokhonn took place in Phnom Penh.

Defense cooperation is being strengthened. On April 26–28, 2016, Deputy Prime Minister and Minister of National Defense of Cambodia Tea Banh visited Russia for the first time, when he met with Minister of Defense S.S. Shoigu and Secretary of the Security Council N.P. Patrushev. Along with this, he took part in the first informal meeting of the Russia-ASEAN Defense Ministers and the V Moscow Conference on International Security. On May 17, 2016, during the visit of Samdech Prime Minister of Cambodia to Russia, the Intergovernmental Agreement on Military-Technical Cooperation was signed.

On September 8–13, 2011, a friendly entry of the Russian Navy Pacific Fleet ships detachment was made at the port of Kampong Som headed by the large anti-submarine ship Admiral Panteleev. In the future, such events became regular (April 24-27, 2016, November 7-12, 2017, May 22-26, 2018)

On March 19, 2019, Director General of the National Center for Peacekeeping Forces, Mine Clearance and Disposal of Explosive Remnants of Cambodia General Sem Sovanni met with the Chief of the Engineer Forces of the Russian Armed Forces, Lieutenant General Yu.M. Stavitsky. The issues of assistance in the training of Cambodian peacekeepers in the field of mine and unexploded ordnance disposal were discussed.

On March 24-28, 2019, Lieutenant-General Hun Manet, Deputy Commander-in-Chief of the Royal Armed Forces of Cambodia, Commander of the Ground Forces visited Moscow, where he met with Army General Vladimir Gerasimov, Commander-in-Chief of the Ground Forces of the Russian Armed Forces, Colonel-General O.L. Salyukov and the head of the Military Academy of the General Staff of the Russian Armed Forces, Colonel-General V.B. Zarudnitsky.

On April 24-25, 2019, the Deputy Minister of National Defense of the Kingdom General Bun Leuth led the Cambodian delegation to Moscow to participate in the 8th Conference on International Security.

Cooperation in law enforcement sphere is well-established. Interdepartmental contacts have been established in the fight against terrorism and drug trafficking. Following the visit of the delegation of the Federal Drug Control Service of Russia to Cambodia in July 2005, an agreement on interdepartmental cooperation with the Cambodian National Anti-Drug Administration was signed.

In May 2015, Deputy Prime Minister, Minister of Interior of Cambodia Sar Kheng visited Russia for the first time. On May 17, 2016, during the visit of Hun Sen to Russia, an agreement on cooperation between the Ministry of Internal Affairs of Russia and the Ministry of Interior of Cambodia was signed.

Since 2016, representatives of the Cambodian side have regularly participated in the International Security Council organized by the Russian Security Council.

On February 1, 2017, during interdepartmental consultations in Moscow, the Minister of Justice of the Russian Federation A.V. Konovalov and the Minister of Justice of the Kingdom of Ang Vong Vathana signed the Treaty on Extradition between the Russian Federation and the Kingdom of Cambodia and on the provision of mutual legal assistance in criminal matters.

On February 13–15, 2017, an interdepartmental delegation headed by the Secretary of the Security Council of the Russian Federation N.P. Patrushev visited Cambodia, during which he met with the Prime Minister Hun Sen, Deputy Prime Minister, Interior Minister Sar Kheng and Deputy Prime Minister, National Defense Minister Tea Banh.

On 3-8 February 2019, the return visit of the Cambodian delegation to Moscow took place for the next round of consultations in this format.

There is a serious potential for establishing interregional cooperation. In November 2014, the Deputy Prime Minister of the Royal Government of Cambodia Sok An, who participated in the Forum “Eurasian Economic Integration: Achievements and Challenges” (Kazan), held talks with Tatarstan President R.N. Minnikhanov, and in September 2015, on the margins of the Eastern Economic Forum, he met with Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District Yu.P. Trutnev.

On November 1-2, 2016, President of Tatarstan R.N. Minnikhanov visited Cambodia, where he held meetings with Prime Minister Hun Sen, Minister of Foreign Affairs and International Cooperation Prak Sokhonn, Minister of Public Works and Transport Sun Chanthol and Minister of the Environment Say Samal. In addition, during this visit, a round table was held with the participation of Tatarstan and Cambodian business circles.

On July 25-27, 2017, a delegation of Cambodian entrepreneurs led by the Vice President of the Chamber of Commerce Hak Sovana took part in the Asian Meetings business conference organized by the Siberian Association for International Cooperation in Novosibirsk.

The Cambodian delegation, who attended the said event on November 6–9, 2018, was headed by the head of the rescue and fire service of the Ministry of Interior of the Kingdom Net Vant. According to its results, representatives of the Novosibirsk company “Sengiks” and Cambodian “Triple” signed a bilateral agreement on the creation of an international trading house.

The inter-party cooperation has also been developed. On December 18–19, 2014, a delegation of the United Russia All-Russian Political Party headed by a member of the Presidium of the General Council of the Party, Vice-Chairman of the Committee of the Federation Council on International Affairs A.A. Klimov visited Phnom Penh. In November 2015, during the visit of the Chairman of the Government of the Russian Federation Dmitry Medvedev, the Agreement on Cooperation and Cooperation between the United Russia Party and the Cambodian People's Party (CPP) was signed. Deputy Prime Minister, the Head of the Government Office Sok An took part as a guest in the second stage of the XV Congress of the United Russia Party in Moscow (June 26-27, 2016).

 

On October 26-28, 2018, a CPP delegation led by the Vice-Speaker of the National Assembly Khuon Sudary participated in the 10th General Assembly of the International Conference of Asian Political Parties organized by United Russia, on the margins of which a number of inter-party contacts were held.
